Robert Mikac Robert Mikac Security Expert

Robert has practical and theoretical experience from different structures of the security sector of the Republic of Croatia. During his career he worked on various duties in Croatia and abroad from operative, over tactical to strategic level. He is an internationally recognized expert for various security areas. His narrower specialization are the following areas: International Relations; International and National Security; Security and Strategic Management; Small Arms and Light Weapons; Crisis Management and Disaster Recovery; Civil Protection; Afghanistan; Privatization of Security; Critical Infrastructure Protection and Resilience; Migrations challenges; Project Management.

During his career in the Armed Forces of the Republic of Croatia he served as a soldier, non-commissioned officer and commissioned officer. He worked for two years in the unit for the protection of VIP persons, for five years he was an operational officer in the antiterrorist military police and his last position was a military police company commander. During this period he worked on very demanding tasks and participated in a NATO mission ISAF in Afghanistan as a commander of the international military police platoon within the Kabul Multinational Brigade. For merit in Afghanistan he was awarded with the NATO Medal and the Order of Merit of the Italian Republic.

After that he was the Head of the State Centre 112, the body responsible for monitoring all emergency situations and conditions in the state and neighbourhood on daily basis, and coordinating the activities of emergency services. At that time, he was a member of different working groups of the Government of the Republic of Croatia in developing several national security strategies.

For two years he worked as an independent police inspector within the Ministry of the Interior, primarily in the work of harmonization of national regulations and legislation with the EU Acquis Communautaire during the accession phase of the Republic of Croatia into full membership.

He then spent four years as Commander of Civil Protection of the Republic of Croatia and actively participated in solving numerous natural and humanitarian national and regional crises and disasters – from fires, floods to a major migration crisis in 2015.

Currently he is an Associate Professor at the Faculty of Political Science of the University of Zagreb. From 2016 till 2018 he was Head of military studies Military Leadership and Management, and from 2016 till 2020 the member of the Homeland Security Council of the President of the Republic of Croatia.

He is the author and co-author of seven books: Afghanistan: Never Ending Conflict (2008); Contemporary Security and Private Security Companies: Privatization of Security and Consequences (2013); Critical Infrastructure: Platform for the Development of the Security of Nations (2018); Critical Infrastructure: Concept and security challenges (2019); National Security of the Republic of Croatia in the 21st Century (2019); Basics of counterinsurgency operations: A case study of Afghanistan (2020); The External Dimension of the European Union’s Critical Infrastructure Protection Programme: From Neighbouring Frameworks to Transatlantic Cooperation (2022), and about fifty scientific and expert papers. At the publishing house Jesenski and Turk from 2018, he has an editorial status.
