John Jones CBRN Prevention, Detection and Response - strategic level planning and capability developmentJohn Jones has over 45 years experience of security and counter-terrorism including 20 years working exclusively in the field of CBRN. His early career was in Border Security and spent 20 years is a variety of operational roles within the UK Immigration Service. As a member of the Office for Security and Counter Terrorism (OSCT) within the UK Home Office from 2002 until the end of 2013, he was the Programme Manager for the UK’s CBRN Capabilities Programme. As Programme Manager he was responsible for the creation of a CBRN risk assessment methodology and a multi-agency concept of operations. He became the lead official for the provision of CBRN detection arrangements for the London Olympics in 2012 and worked closely with Health, Defence and the UK Security and Law Enforcement agencies on the concept of operations around rapid analysis of pathogens and toxins. He subsequently initiated work on the CBRN Initial Operational Response which is now part of the JESIP programme. He was awarded the OBE in 2014 for for his services to counter-terrorism as the Deputy Head of the Chemical Biological Radiological Nuclear Explosive (CBRNE) Unit at the Home Office. After retiring from the Home Office in 2013, he was included as one of the four most senior CBRN UK specialists on the Register of Security Engineers and Specialists (RSES). He has extensive experience of risk assessment and mitigation including work for international insurance companies. He has provided advice to UK universities and insurance companies and, for over 10 years, provided specialist consultancy support to the IAEA on RN response, major public events and capability development He has extensive experience of EU projects within the CBRN Centres of Excellence initiative - particularly in SE Asia – and is currently leading Project 106 which delivers CBRN table-top and field exercises and covers all 8 regions and 63 countries in the initiative.
