Sabir Ahmadov Sabir Ahmadov International Crisis Response, Resilience, and Partnerships Specialist

Sabir Ahmadov is a senior international expert in crisis response, resilience, and cross-sector partnership building, with over 17 years of experience spanning government institutions, NATO structures, and multilateral humanitarian operations. He specializes in turning complex, high-stakes coordination into practical systems that deliver results, whether in emergency response, preparedness, or health resilience.

In his current role he leads strategic engagement with international organizations and counterpart institutions, shaping cooperation that translates into real implementation, like technical exchanges, joint initiatives, and institutional strengthening. He also holds UN consultant status and contributes to a national interagency working group developing Azerbaijan's Emergency Medical Team in line with WHO standards.

Sabir also worked at NATO's Euro-Atlantic Disaster Response Coordination Centre (EADRCC), including as Head of Humanitarian Operations for Ukraine. During the COVID-19 response, he advised senior leadership on medical response and health resilience, as well as lead working group for coordination with International Organizations. He also supported major consequence-management exercises in different roles, including Deputy Director position for NATO exercise in North Macedonia.

Earlier in his career, he served in Azerbaijan's Ministry of Emergency Situations as a Head Officer for International Cooperation, acting as a focal point for international disaster response coordination and operational preparedness.

Sabir is fluent in Azerbaijani, English, and Russian, and proficient in Turkish. He is a member of UNDAC and other international professional networks, and is recognized for a calm, delivery-focused leadership style in complex environments.
