Steve Apter Fire Command & Governance Specialist
Steve is a highly experienced and respected strategic leader having served for over 31 years within the UK Fire and Rescue Service across a number of organisations.
As a strategic leader, he has been responsible for significant structural and cultural change including the combination of services and outsourcing of business critical processes. As Deputy Commissioner for London Fire Brigade, he was responsible for strategy, resilience and special operations and this saw him lead many significant incidents as well as being the National Fire Chiefs Council lead for CBRNE and MTA. Steve was the strategic advisor to the Fire Gold Commander at SCG during the Salisbury poisonings incident and was the Commander responsible for strategic response arrangements for both Westminster Bridge attack and Grenfell major incidents.
Steve's experience across organisations of different scale, governance and political complexity, as well as his experience seconded to central government, gives Steve a unique outlook on leadership in complex environments and is highly regarded as an empathetic leader who works most effectively in multi agency environments. His ability to build relationships and to develop strategy in complex scenarios is recognised nationally and internationally. More recently as Deputy Chief Fire Officer within Hampshire and Isle of Wight Fire Service, Steve was the Gold Commander for the response to Covid and his review on the Local Resilience Forum response is now being used to support National learning and policy development.
Steve was chair of both UK and the World Rescue Organisations which saw him speak at the UN in New York as part of the Global Road Safety Partnership expand the UN decade of action to include post crash rescue.
