Tom Walby Operational Resilience & Emergency Response Specialist

Tom is a senior emergency management professional with more than three decades of experience in operational response, tactical command, and multi-agency coordination across complex emergency and crisis environments. His career encompasses the full emergency management lifecycle, including preparedness, response, and recovery, with particular expertise in operational leadership, CBRNe response, and health and safety governance.

Throughout his service, Tom has worked within and alongside multi-agency emergency response and recovery cells, contributing to the planning, coordination, and execution of tactical response activities during both sudden-onset incidents and prolonged, escalating ("rising tide") emergencies. He brings substantial experience in translating strategic intent into effective, operationally deliverable actions under time-critical and high-risk conditions.

Tom has extensive experience in managing, mentoring, and instructing personnel across all levels of emergency response organisations. His professional approach is grounded in operational assurance, interoperability, and the effective integration of people, processes, and capabilities to achieve safe, coordinated, and resilient outcomes. He is particularly adept at balancing strategic priorities with humanitarian considerations and the needs of affected communities during crisis situations.
